The Early Childhood Education Municipal Development Corporation contracted with Westat to independently evaluate the Pre-K 4 SA program. This report is the first in a series of reports documenting the results of the Pre-K 4 SA initiative during the 2021-22 school year.
Taken together, results from the Year 9 evaluation suggest children benefit from participation in Pre-K 4 SA. Specifically, the Year 9 evaluation results indicate Pre-K 4 SA provides high-quality instructional environments for more than 1,500 predominantly low-income children from across San Antonio.

Note: As a result of COVID-19, the Year 7 evaluation shifted focus from classroom observations of quality interactions and child measures of kindergarten readiness to how the pandemic has affected Pre-K 4 SA families and what ways Pre-K 4 SA has supported families during the pandemic.
The success of Pre-K 4 SA is annually evaluated by Westat, Inc in conjunction with National Institute for Early Education Research (NIEER) and Rutgers University in New Jersey. Child outcomes are measured using the Teaching Strategies GOLD and literacy subtests of the Woodcock Johnson IV Test of Achievement. Every Pre-K 4 SA classroom is evaluated using CLASS, a standardized measure of instructional quality.
The Urban Education Institute at UTSA conducted a study in August 2019 to examine the impact of Pre-K 4 SA on pre-kindergarten enrollment and its direct effects on the children who attended our educational centers in the academic year Fall 2013/Spring 2014.
Pre-K 4 SA is recognized as one of the best early childhood programs and received the prestigious H-E-B Excellence in Education Award. Our program has also raised the visibility of San Antonio through more than 50 local, regional, national, and international media outlets. In fact, officials from other states and countries have visited our campus as a model for their own educational improvement.
